On November 25, 2010 The Israeli Association of Public Law inaugurated The Gorney Prize, after Uriel Gorney (1921-2002), which will be given each year in three categories: (1) The Gourney Prize for Outstanding Record in Public Law – was awarded to former Justice Mishael Heshin of the Supreme Court; (2) The Gourney Prize for Human Rights Organization was given to the "Human Rights Division," for their successful petition to the Supreme Court which disqualified the law which privatized prisons; (3) The Gourney Prize for Outstanding Young Researchers in the field of Public Law for an exceptional paper that was published within the past year was given to Dr. Carmi based upon his doctoral dissertation.

 

The Prize Committee, chaired by Professor Itzhak Zanir, former Justice of the Supreme Court and renowned constitutional law professor, commented: "Dr. Carmi ׳s research excels in its thoroughness, innovation, and elevated legal analysis. It harnesses comparative law to better understand the Israeli law and to improve it, and uses theory to develop practical proposals.  Thus, it contributes to the improvement of public law and the advancement of human rights in Israel."

 

In his dissertation, Dr. Carmi examines the question whether freedom of expression is primarily based upon the value of human dignity or on the value of liberty, as well as the question how relying on either of these values affects the perception of freedom of expression and its protection. The dissertation examines these questions under three legal systems: Germany, the United States, and Israel.  Freedom of expression in Israel is examined in light of the comparative research.  The research indicates that only after the 1992 Constitutional Revolution, the Supreme Court established that human dignity, as interpreted in Basic Law: Human Dignity and Liberty, includes freedom of expression. Dr. Carmi reaches the conclusion that the link between freedom of expression and human dignity, despite the fact that such link was intended to strengthen freedom of expression, has actually weakened it. He offers ways to buttress freedom of expression in Israel, including the possibility of anchoring freedom of expression in the value of liberty of men.

 

In 2005-2006 Dr. Carmi served as a research fellow the Center for the Study of Race and Law Research Fellowship – University of Virginia School of Law.  The fellowship was awarded on a competitive basis, and provided financial support.  In 2004-2005 Dr. Carmi was awarded the McClure Human Rights Scholarship and the Dupont Scholarship by the University of Virginia School of Law, which supported his masters degree.
